The Texas workforce development system strives to ensure that employers, individuals, and communities have the opportunity to achieve and sustain economic prosperity. The demands on this system will increase as the state's workforce, currently over 11 million, continues to diversify and grow. To help policymakers, funders, and program staff better understand how workforce development resources are used, the Ray Marshall Center provides rigorous, credible, state- and local-level return-on-investment estimates. The Center recently refined previous estimates by including new data and improved methodologies.
